REQUEST FOR COMMENTS ON THE PUBLIC PROCUREMENT REGULATORY AUTHORITY’S DRAFT STRATEGIC PLAN FOR THE PERIOD 2023/2024 – 2027/2028
The Public Procurement Regulatory Authority (the Authority) is established under Section 8 of the Public Procurement and Asset Disposal Act, 2015 (the Act). The Authority is charged with the mandate of monitoring, assessing, and reporting on the overall functioning of the public procurement and asset disposal system in accordance with Article 227 of the Constitution of Kenya, 2010.
Section 68(2), (g) & (h) of the Public Finance Management Act, 2012 require respectively that, a national government entity shall prepare a strategic plan for the entity in conformity with the medium-term fiscal framework and fiscal policy objectives of the national government; and prepare estimates of expenditure and revenues of the entity in conformity with that strategic plan. This requirement is further underscored under Regulations 11 to 14 of the Public Service Commission (Performance Management) Regulations, 2021.
Pursuant to these requirements, the Authority has developed a draft Strategic Plan for the period 2023/2024 – 2027/2028. The Strategic Plan outlines the targets to be achieved by the Authority in the next five-years towards ensuring that the public procurement and asset disposal system is effective and efficient, and delivers value for money and quality services to the citizens.
In line with Article 10 and 47 of the Constitution of Kenya, 2010, among other legal provisions, the Authority is requesting for comments and views from stakeholders on the draft Strategic Plan for the 2023/24 – 2027/28 period. The draft Strategic Plan can be viewed/downloaded below:
