PPRA CIRCULAR 02/2025 – INTEGRATION OF THE PUBLIC PROCUREMENT INFORMATION PORTAL WITH THE ELECTRONIC GOVERNMENT PROCUREMENT SYSTEM

The Public Procurement Regulatory Authority (the Authority) is established under Section 8 of the Public Procurement and Asset Disposal Act, Cap. 412C (the Act) with the mandate of monitoring, assessing and reviewing of the public procurement and asset disposal system to ensure compliance with the national values, the principles under Article 227 and other provisions of the Constitution of Kenya 2010.
The Act and Regulations requires all procuring entities to, amongst others, continuously submit reports on public procurement and asset disposal transactions to the Authority, and to publicize information relating to public procurement and make it easily accessible to stakeholders. To this end, the Authority developed the Public Procurement Information Portal (the Portal) for use by all public entities in the dissemination/publication of procurement information and, vide PPRA Circular No. 04/2022 of 1s July, 2022 on Mandatory Reporting Requirements by Procuring Entities, notified all the Accounting Officers/Heads of Procuring Entities of the requirement to submit mandatory reports to the Authority through the Portal.

Consequently, in light of the Circular from the Office of the President Ref: OP/CAB.6/2A dated 5t June, 2025 on Transition to E-Procurement System, and the National Treasury Circular Ref: NT/PPD/1/3/14 Vol. VI dated 26th March, 2025 on Roll out of an End-To-End Electronic Government Procurement System (E-GPS) for the Government of Kenya, the Authority notifies all the Accounting Officers/Heads of Procuring Entities of the under listed measures that will mark a significant step towards enhancing efficiency, transparency, competition and accountability in public procurement as the government transitions to the E­GPS:

1 . Integration of. the Portal with the E-GPS
This will eliminate the need for procuring entities to upload information on the
Portal – The required reports will automatically be generated and submitted
through the E-GPS effective 1= July, 2025;
2. Transfer of Procuring Responsibility to Procuring Entities Registered on the
E-GPS
The Authority shall pursuant to Section 52 of the Act transfer procuring
responsibility of procuring entities not registered on the E-GPS by 30 June 2025
to other compliant entities; and
3. Publication of Procurement Information
The Authority will continue to publish all procurement related information that
is necessary for the public through the Portal.
In view of the foregoing, all Accounting Officers/Heads of Procuring Entities must ensure the registration of their entities to the E-GPS by 30t June, 2025 and that their procurement function staff and users participate in the ongoing training program for E-GPS users organized by the National Treasury in accordance with the National Treasury Circular dated 26t March, 2025 cited above.
All Accounting Officers are required to note and bring the contents of this Circular to the attention of all officers involved in public procurement and asset disposal activities within their jurisdiction.
